The 116th Scout Group was founded in 1983 and has operated continuously since then. The group meets regularly at SUCCESS main operations centre located in Vancouver’s Historic Chinatown. Our Group offers all of Scouts Canada’s youth programs at this location and is one of the older Scout Groups in the Area. As of March 18, 2010 our Group opened a second unit at Sir Richard McBride Elementary which currently offers Beaver, Cub, Scout, and Venturer programs.

Early History

The predecessor of 116th East Vancouver Scout Group (SUCCESS) was the 116th Vancouver Chung Wah Scout Group (1958-1974) of the Centre District, which was sponsored by the Chung Wah Youth League of parents and friends. From 1974 and on, there was no visible active Scouting Group for about 10 years. The situation was changed when SUCCESS stepped into the Scouting picture.

Our Sponsor, The United Chinese Community Enrichment Services Society (SUCCESS) was established in 1973 and incorporated under the Society Act (British Columbia, Canada) in 1974. On June 4th, 1983, SUCCESS Volunteer Program Development Committee held a picnic at Whitecliff Park for the volunteer group members. This is the first time when Mrs. Helen Chan, President of SUCCESS; Miss Angela Kan, Executive Director of SUCCESS; and Dr. Hsin Kan Chen were discussing the possibility of having a Scout Group under the sponsorship of SUCCESS. This fascinating idea was soon put into action. On July 4th 1983, an initial meeting was held for further discussion. Mr. Jack S. Adair, Regional Field Executive of Vancouver-Coast Region; Mr. Ron Brooks, President of East Vancouver District; and Mr. Douglas C. Waddell, District Commissioner of East Vancouver District were invited to his meeting. Subsequently, on August 9th, 1983, the first meeting regarding the Scout program was held. Edward Li, Angela Kan (President of SUCCESS), Roger Tsui, Martin Kwok, Peter Ng, and H.K. Chen attended this important meeting to outline the Scout program. Following that, Mr. Edward Li, Miss Angela Kan, Mr. Roger Tsui, Mr. Martin Kwok, and Dr. Hsin Kan Chen had another meeting to further discuss and finalize the Group Scout program on August 22nd, 1983.

The precise registration time of the 116th East Vancouver Scout Group (SUCCESS) was August 27th, 1983 Saturday 2:30pm. It was an exciting Family Day in Scouting, not only the parents and the boys attended, but the grandparents and friends came to celebrate. From that day henceforth, the Scout program of 116th East Vancouver Scout Group (SUCCESS) became alive and active in the Chinese community and the East Vancouver District. Today, it carries over 20 years of wonderful and happy memories and is facing an exciting and brilliant future.
